The Tu-214VPU, a special version of the Tupolev Tu-214, is operated by the Federal Security Service of the Russian Federation (FSB). The designation VPU stands for "Vozdushny Punkt Upravleniya" (Russian: Воздушный Пункт Управления), or "Airborne Command Post." It is therefore a version dedicated to strategic command and crisis management from the air, generally equipped with secure communications systems and advanced electronic devices.

The aircraft, code RA-64523, is one of the very few examples of this type in active service. Its arrival at Le Bourget has raised questions about the nature of the visit. No official statement has been made by the French or Russian authorities on this matter.
